Description

The United States Army Communications Electronics Command (USACECOM) proposed to acquired hardware and software upgrades for up to 122 each Near Term Digital Radios (NTDRs) and 10 each Surrogate Data Radios (SDRs). Upgrade of NTDR and SDR Engineering Development Models (EDMs) previously deliveried to the Government to the latest NTDR configuration currently being delivered is required to support various Army requirements for digitization exercises and field tests as well as for the Initial Brigade Combat Teams (IBCTs). These upgraded radios will provide for communications between Tactical Operations Centers (TOCs) included as part of system architecture for the Army's digital forces. Sole source negotiation is proposed with ITT Aerospace/Communication Division, Ft. Wayne, IN pursuant to FAR 6.302-1(a)(1), Only One Responsible Source. The Government does not possess the technical data to define the form, fit, function or performance of the NTDR or SDR to allow for a competitive acquisition of the required upgrade services. Issue of the request for proposal for this acquisition is forecast for 22 December 2000 with a proposal submission date of 26 January 2001. Any proposals submitted in response to this notice shall be considered by the Agency. See Notes 22 and 26.
