Description
This is a firm fixed price construction contract. This proposed procurement provides for repairs to the fender system and quaywall sheet pile and cap along Paleta Creek, Naval Station, San Diego, California. The work includes the removal of existing fender piles, removal of bottom debris and pile stubs, installation of new steel sheetpiling, installation of prestressed concrete fender systems, plastic pile corner protection fender systems, plastic camels, and incidental related work. Estimated cost is between $5,000,000 to $10,000,000. -- Contract to be awarded to the responsible offeror who provides a "Best Value" proposal. The following evaluation criteria have been established: Factor 1-Past Performance, Factor 2-Technical Expertise and Factor 3-Price. Within the Past Performance factor, the following subfactors are listed in order of importance: Subfactor 1a. Past Performance/References, Subfactor 1b. Management Challenges, and Subfactor 1c. Quality Awards. Within Technical Expertise factor, the following subfactors are listed in order of importance: Subfactor 2a. Experience and Qualifications of Prime Contractor and Subcontractors, Subfactor 2b. Corporate Resources, and Subfactor 2c. Subcontracting Effort. -- The site visit is scheduled for 6 December 2000 at 9:00 A.M. PST. Please contact LT Eric Haun at (619) 556-6936 to coordinate access to the base due to heightened security. Transportation will be provided to the site from the South Bay Area Focus Team office, Building 99, Naval Station, San Diego, California. A pre-proposal conference is scheduled for 6 December at 10:00 A.M. PST in Building 99 (second floor main conference room) at Naval Station, San Diego, California. Participants must reserve seating a minimum of three (3) days in advance of the conference date by contacting Tina Collins at (619) 556-7321. -- This is not a public bid opening. -- Procurement is unrestricted. -- The North American Industrial Classification System (NAICS) Code is 23332 and the annual size standard is $27,500,000. -- Solicitation will be limited to electronic medium and will be available on 21 November 2000 at http://esol.navfac.navy.mil. Hard copies will not be available. All amendments to the solicitation will be posted on the Internet. Prospective offerors will be responsible for checking the website for any posted changes.
