Description
The Arapaho National Recreation Area has a requirement for supplying a minimum of 4 and maximum of 8 automated, self-service, fee payment stations including critical replacement parts for machines, staff training in operation and maintenance of machines, technical handbooks and references, and technical support. All materials shall be delivered to Grandby, Grand County, CO. Staff training to be provided in Granby, CO, in May 2001. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation quotes are being requested and a written solicitation will not be issued. The solicitation number to refer to in response to this notice is RFQ-CAZ-01-05. This requirement is being issued as a Request for Quotation using Simplified Acquisition Procedures at Subpart 13.1. The estimated price range for this project is between $50,000 and $75,000. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This requirement is being advertised as an unrestricted purchase; see Numbered Note 12. Pursuant to NAICS the non-manufacturer size standard of 500 employees shall be used for purposes of Government procurement of supplies. The intent of this solicitation is to obtain fee payment stations by means of firm fixed-price contract. The contract is expected to be awarded in December with delivery of machines on or around May 1, 2001. Specifications are as follows: Provide a minimum of four (4) and maximum of eight (8) new, automated, self-service, fee payment stations with the following minimum specifications: accepts all denominations of coins; accepts bills: $1, $5, $10 and $20; accepts credit cards; operates by programmable, Windows-based software, programmable ticket messages; provides pay and display in temperatures between -30 degrees and +90 degrees Farenheit; thermal printer, ability to store information in Windows system database on quantity of passes, sales transactions, time of day, type of payment, and length of stay as well as generate custom reports of fee pass sales and facility use; units must be capable of selling several pass types/denominations to include daily, 3-day, 7-day and annual passes at $5, $10, $15 and $30 respectively; units must be capable of operating with solar battery power and AC power; it is desireable that at least four of the units can be remotely monitored via existing phone lines at no additional charge; units must include mounting pedestals or "H" posts at not additional charge; at least four (4) complete sets of crucial spare componenets for units must be provided at no additional charge-two (2) sets of unit operating and techincal manuals provided at no additional charge. FAR provision 52.212-1, Instruction to Offerors -- Commercial Items applies to this solicitation with the following addenda: (a) Delete. FAR 52.212-2, Evaluation -- Commercial Items applies to this solicitation with the following addenda: (a) Insert: "Evaluation factors are 1. technical, defined as the capability of the services offered to meet the specifications; 2. price; 3. past performance; 4. durability/vandal resistance; 5. ease of operation and maintenance; 6. technical support: Delete text as written: "Technical and past performance, when combined, are.." and insert "Because simplified acquisition procedures are utilized for this solicitation the relative importance of evaluation factors is not described. Award will be made to the Contractor whose quote represents the best value to the Government: All quotes must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition with the following addenda: (o) Add: "Minimum warranty period on units of one (1) year." FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order -- Commercial Items applies to this acquisition and specifically 52.225-3, Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payment Program and 52.225-4, Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program Certificate.
