Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number USCA-C-0012 is assigned as a request for quotation (RFQ). All references to "offers" are understood to be "quotations." The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-20. This is a Firm Fixed Price requirement (FFP) and will be awarded on an "all or none" basis. The Administrative Office of the U.S. Courts intends to place an order for the following items: Computer Racks for the Administrative Office of the U.S. Courts Judiciary Data Center. The following are the general specifications for racks being sought by the Administrative Office of the U.S. Courts. All racks procured via this procurement are to meet ALL these general specifications. The specifications are as follows: 1. Racks must be designed to accommodate Compaq, Dell, and Sun servers and equipment. 2. Welded steel rack frames are to be delivered fully assembled. Racks with frames that require assembly are not acceptable. 3. The racks are to be self supporting. A rack that requires external support such as bolting to the floor is not acceptable. 4. Each rack is to be a standalone unit; however, the racks must have the capability of being re-configured to allow one rack to be attached to another in order to create a row of joined racks. 5. The racks are to be putty, light grey or a similar light color. 6. Racks are to be air cooled. (The racks are being installed in a raised floor computer room with environmental controls geared for this environment.) 7. The front door is to be plexiglass with a vented, perforated or mesh surround. Smoke colored plexiglass is preferred. 8. The front door must be locking. 9. The front door must be removable. 10. The rear door is to be mesh or perforated. 11. The rear door must be a locking door. 12. The rear door must be removable. 13. Doors are to be delivered hinged on the left. Doors that can be reconfigured to hinge on either side are preferred. 14. A fixed door handle is preferred to a swiveling type of handle. 15. Side panels that allow air flow are required. Mesh or perforated panels are preferred over vented. 16. The side panels must be removable, but only if at least one rack door is unlocked (for access or as part of a side panel locking mechanism), or with a special tool. 17. The top panel is to be mesh or perforated. 18. The floor of the rack is to have a large opening (at least 40% of the floor area). 19. The rack is to be equipped with locking casters. 20. Casters that are hidden from obvious view are preferred. 21. Leveling feet in addition to the casters are required. 22. The racks are to have a front stabilization mechanism (e.g., stabilization feet). A retractable mechanism is most preferred. A mechanism that is manufactured to allow easy temporary installation (e.g., removable feet) on an as needed basis is secondarily preferred. A permanently installed mechanism (e.g., permanently extended feet) is acceptable but not preferred. 23. The rack is to have an overall weight load rating of at least 600 pounds with casters; 800 pounds with leveling feet. 24. Shelves described as fixed shelf' are to have a weight load rating of at least 100 pounds. 25. Shelves described as heavy duty fixed shelf' are to have a weight load rating of at least 200 pounds. 26. Shelves must be made to allow air flow through them. 27. Shelves are to extend from the front to the rear of the rack. That is, shelves are to be deep enough to attach to the front rail and the rear rail when the rear rail is at it's maximum depth. 28. Shelves are to be the same color as the rack enclosure. 29. 19" inch racks are to have an external width of 24" or less. 30. 23" inch racks are to have an external width of 30" or less. 31. Rack interior depth is to be at least 34". Greater depth is preferred. 32. Rack internal height is to be 42 rack units (RU) at a minimum. Greater height is preferred. 33. Vertical power strips with no surge protection are to be provided. 34. A minimum of 6 outlets is required for each power strip. 35. The power strip outlets must be at least 20 amp outlets. Specifications that define number of units, width, number of shelves, type of shelves, etc. are provided as follows with the number of units required in parenthesis: 19" Rack (17), 19" Front Door (17), 19" Rear Door (17), 19" Side Panel Pairs (17), 19" Top Panel (17), 19" Fixed Shelf (56), 19" Stabilizing Mechanism (17), Rotating Keyboard for 19" Rack (17), 23" Rack (10), 23" Front Door (10), 23" Rear Door (10), 23" Side Panel Pairs (10), 23" Top Panel (10), 23" Fixed Shelf (29), 23" Fixed Heavy Duty Shelf (7), 23" Stabilizing Mechanism (10), 23" Sliding Keyboard (10), Powerstrips (29), Casters (Set of 4) (27), Extra Hardware Kits (2). The vendor must provide written materials such as sales brochures or vendor specification sheets to document that proposed racks meet or exceed the above specifications. The contractor shall deliver the entire quantity: (1) F.O.B. destination; (2) within 30 calendar days of award; (3) ship to: Administrative Office of the U.S. Courts, One Columbus Circle, NE, Suite C-650 Washington, DC 20002-0001 ATTN: Valerie Boykin, Phone No. (202) 502-2438. The following FAR clauses and prescriptions apply and are incorporated by reference: FAR 52.212-1 "Instructions to Offerors Commercial Items (OCT 2000)" with the following addendum: Inspection and acceptance shall be made at destination; Provision 52.212-2 "Evaluation -- Commercial Items (JAN 1999)" with the following addenda: The Government intends to award a contract without discussion to the responsible offeror whose quotation conforms to the solicitation and provides the best value to the Government; price and technical capability to meet all requirements considered. Offers are to include a completed copy of the provision at 52-212-3, "Offeror Representations and Certifications Commercial Items (OCT 2000). FAR Clause 52-212-4, "Contract Terms and Conditions -- Commercial Items" (MAY 1999) is incorporated by reference; 52-212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 2000) is included by reference with the following addenda: The following paragraphs apply to this solicitation and any resultant contract (a), (b) (1) (2) (3) (6) (7) (8) (9) (10)(15), (d) (e); FAR Clause 52.232-33 Mandatory Information for Electronic Funds Transfer Payment (MAY 1999) is incorporated by reference. Upon request, this office will provide the full text of the FAR provisions and clauses listed herein. The Government anticipates an award date of 15 December 2000.
