Description
The U.S. Army Tank-automotive and Armaments Command (TACOM) is seeking potential sources of supply to produce and field the Army's All Terrain Lifter, Army System (ATLAS) in Fiscal Year 2003. The purpose of this announcement is to provide offerors advance notification of our intentions for the ATLAS program. The schedule, technical requirements, and program strategy are subject to change. A draft purchase description and questionnaire will be published in approximately 30 days to gather industry input. DESCRIPTION OF REQUIREMENT: The ATLAS is a rough terrain vehicle with a maximum load capacity of 10,000 lb. with a 48 inch load center that lifts and unloads pallets from containers. The current technical requirements, to include lift capacities at variable reaches for the new ATLAS, and a detailed description of ATLAS missions, are contained in the draft Operational Requirements Document on the CASCOM website at http://www.cascom.lee.army.mil/multi/Combat/New_Materiel/ATLAS/. The Government has not finalized the degree of Nuclear, Biological, and Chemical protection required, the requirement to handle Multiple Launch Rocket System pods, and the reliability requirement. TACOM intends on addressing those issues in the follow-on questionnaire. TACOM intends to conduct a full and open competition using Best Value practices with a formal source selection process. Our intention is to use commercial practices, components, and technology to the maximum extent possible. TACOM intends that the production contract will be a five year, firm-fixed price requirements type contract with two additional one year options for approximately 1,000 new ATLAS vehicles. A Best Value determination will be made and may include such factors as technical approach, the offeror's logistics support capabilities, ability to produce Department of the Army Technical Manuals (DATMs), ability to provide adequate commercial manuals for intial fielding, cost, production capabilities, and past performance. The intent of the program is to award the production contract to the offeror who provides the best possible vehicle for the target cost of $135,000.00 per unit average over the life of the contract (in Fiscal Year 2003 dollars). TENTATIVE SCHEDULE: TACOM intends on publishing a draft Request For Proposal in 2nd quarter Fiscal Year 2001, the Request For Proposal in 3rd quarter Fiscal Year 2001, and intends to allow approximately nine months for offerors to deliver a demonstration vehicle that meets our production requirements to Aberdeen Test Center (2nd quarter Fiscal Year 2002). Interested offerors will provide one demonstration test vehicle (with either the commercial manuals or DATMs the offeror proposes to provide for initial fielding) free of charge to the Army, to Aberdeen Test Center, MD for a two to four month test. The purpose of the Demonstration Testing is to mitigate risk by proving out technical capabilities prior to awarding the production contract. At the same time, we intend to evaluate the remainder of the offeror's proposal in a source selection board. We intend on awarding a production contract in 4th quarter Fiscal Year 2002, with fielding beginning as soon as possible. We would prefer to field the ATLAS with Department of the Army Technical Manuals, Electronic Technical Manuals (ETMs), and Interactive Electronic Technical Manuals (IETMs). However, we may initially field acceptable, supplemented commercial manuals while the DATMs, ETMs, and IETMs are being developed. We intend on supporting the vehicle with repair parts through a separate Defense Logistics Agency managed contract with the successful offeror. This will include the use of an Electronic Data Interchange system compatible with the Army system, and direct vendor delivery of the parts directly to the user.
