Description

The work to be performed under this contract will consist of maintenance dredging in navigation channels along the Gulf Coast of Mississippi, Alabama, and Northwest Florida. The primary work location is intended to be Mobile Harbor; however, work at Pascagoula Harbor, Gulfport Harbor, Pensacola Harbor and Panama City Harbor, are also possible. Rental of Dredge: consists of removal and satisfactory disposal of all material lying above the plan of -52 feet (or as directed by the Contracting Officer's Representative (COR)), Mean Lower Low Water (MLLW), over the bottom widths (full and/or partial) and applicable side slopes at specific work location(s) all within the specified dredging limits of this contract. Rental Dredge Plant: consists of furnishing and operating a hopper dredge with pump discharge of not less than 24-inch diameter nor more than 33.5-inch diameter complete with all necessary materials, supplies, labor and transportation including fuel, power, and water for excavation operations as specified. General excavation limits include the entire Mobile Harbor Project, however, specific locations will be directed by the Government within the total contract limits. All work will occur only as directed by the COR. Bid document availability is on or about November 3, 2000. Estimated cost of work is between $5,000,000.00 and $10,000,000.00. For this job, a small business is defined as having average annual receipts of less than $17,000,000.00 for the past three years (NAICS 234990). Requests for plans and specs should indicate in writing whether the firm will bid as a prime contractor or a subcontractor. Unrestricted. All responsible sources may submit a bid, which shall be considered. Bidders, subcontractors, and Dodge/Plan Rooms are required to self-register their firm or office on the Internet to receive one Compact Disc (CD-ROM). Registration instructions are available on the Internet at http://www.sam.usace.army.mil then click on contract bids. Neither telegraphic, mailed, nor fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firm's physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors' responsibility to check the Internet addressed listed above daily, for any posted changes to this solicitation. Actual solicitation amendments will be issued either by fax, 3.5" diskette, or CD-ROM. The plans and specifications will be issued on CD-ROM only, and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed.
