Description
The Bureau of Land Management intends to noncompetitively issue a contract to C. Richard Nordstrom of Nordstrom Logging and Construction, of Kingston, Idaho for a labor hour indefinite quantity requirement conducting fuels hazard treatment to forested public lands located on the Spokane District, Okanagan County with grades of slopes up to 55 percent. Nordstrom Logging has available two modified slash busting machines (Nordstrom Mechanical Brush Cutting) with trained operators. The minimum salient characteristics of the first machine include: 72,000 pound tracked bi-directional excavator which articulates in the middle with a 205 hp diesel motor with a minimum cutting radius of 38 feet, and has a maximum machine width of 10 feet. A 40 horsepower motor-powered 48" circular cutting head fully rotational from side to side @ 180 degrees and can adjust to slope contours and angles up to 55 percent shall be back mounted rather than side mounted to the excavator. Two separate hydraulic systems (one for the machine; one for the head). The machine shall be capable of removing trees up to 18 inches at diameter breast high (DBH). The machine shall be able to perform brush cutting while at the same time advancing through selected work areas, completing acreage without the delay of shutting down power from the drive train to move the machine and routing it to the cutting head. The machine shall be able to cut parallel to contours. The minimum salient characteristics of the second machine include: 79,400 pound tracked bi-directional excavator which articulates in the middle with a 161 hp diesel motor with a minimum cutting radious of 38 feet, and has a maximum machine width of 12 feet. A 125 horsepower motor-powered 48" circular cutting head fully rotational from side to side @ 180 degrees and can adjust to slope contours and angles up to 55 percent shall be back mounted rather than side mounted to the excavator. Two separate hydraulic systems (one for the mahcine; one for the head). The machine shall be capable of removing trees up to 24 inches at DBH. The machine shall be able to perform brush cutting while at the same time advancing through selected work areas, completing acreage without the delay of shutting down power from the drive train to move the machine and routing it to the cutting head. The machine shall be able to cut parallel to contours. Brush cutting heads shall meet or exceed Model LW 360BD&M Slashbuster and/or Pro Mac PM 36 Rotary Disc specifications and capable of cutting, shredding, and mulching brush, shrub, coniferous and hardwood trees as stated above. After treatment, all slashed material shall be in lengths no greater than 3 feet and the slash depth shall be reduced to 10 inches or less. For issuance of individual task orders, selection of the appropriate machine will be made by the Government dependent on the physical characteristics of the units including slopes, dbh of trees to be cut, and size and amount of slash. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determinining whether to conduct a competitive procurement. Responses due no later than November 21, 2000 by 4:15 p.m., local time.
