Description
It is the intent of the National Library of Medicine (NLM), Division of Specialized Information Services (SIS) to negotiate on a sole source basis with Net Genics, Inc., Cleveland, Ohio for a continuation of the existing specialized consultation services on the Chemscape Server upgrade and to provide assistance with problems such as server crashes and unprocessed data. Net Genics is the only known source with specialized experience using Chemscape and other allied software such as Server Side JavaScript used on the Netscape Enterprise Server. This company has a combination of biomedical information and UNIX/NT experience needed in upgrading this server. The Netscape Enterprise Server is used to deliver information from the ChemScape Server to the public. Net Genics upgraded and ported the software configuration for the SIS existing system. They provided stress testing and solved major configuration problems on the current system. Net Genics will upgrade the current public server. This upgrade will provide adequately handling of the expected increased user load. Net Genics will also provide upgrades as needed to complex user chemical structure query capabilities components. These upgrade will include a public implementation of 3D substructure search, and device independent structure display. This service will be procured under FAR Part 13 (Simplified Acquisitions.) This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all responsible and responsive sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be able to provide professional services as specified above. Responses should demonstrate the firm's ability to meet the government's requirements.
