Description
This is a Request For Information (RFI). The purpose of this RFI is to solicit comments from potential sources of industry and academia on the solicitation approach and the clarity of the High Performance Computing Modernization Office's (HPCMO) draft Statement of Objectives located at URL: http://www.hpcmo.hpc.mil/Htdocs/RFI/index.html. The HPCMO, staffed with representatives from each DoD service, was established in 1994 to perform life cycle management and acquisition oversight needed to ensure that the program supports the HPC needs of the defense science and technology (S&T) and test and evaluation (T&E) communities. The vision of the High Performance Computing Modernization Program is to enable the DoD to maintain its technological supremacy over adversaries of the United States in weapon systems design and to foster the flow of this technology into warfighting support systems by providing world-class HPC capability to the DoD technology communities. The Programming Environment and Training (PET) activity has introduced tools and techniques from other user communities and brokered collaborative activities with other government agencies, industry, and academia. The PET activity will facilitate collaborations among DoD researchers and world class institutions on computational problems of significant interest for national defense. This state-of-the-art support is currently being provided as part of HPCMO's Major Shared Resource Center (MSRC) integration contracts with Computer Science Corporation, Logicon, and Raytheon. The Government anticipates a three step solicitation process for the follow on support of the PET activity (1) This Request for Information (RFI), (2) White Paper identifying technical/management approach and Rough Order of Magnitude (ROM) cost estimate, and (3) Formal Technical/Management and Cost Proposal. The due dates for the White Paper and subsequent Request for Proposal will result from issuing a solicitation in accordance with the Broad Agency Announcement (BAA) procedures set forth in FAR 6.102(2)(i). The anticipated date of issuing the BAA is early December 2000. The anticipated funding is $144 million over an 8 year period and the anticipated award instrument will either be a Contract or Cooperative Agreement. Multiple awards are possible up to a maximum of 4. The expected award date is late May 2001. This is the RFI announcement only. It is not the solicitation request for proposal or a promise that the Government will contract for these services. The Government will not make award based on this RFI or pay for the information received as a result of this RFI. Written responses to this RFI must be submitted to HPCMO, 1010 N.
