Description
Background "In accordance with FAR 5.203(a), notice is hereby provided that upon receiving written approval, the Electronic Combat Development Systems Manager (ASC/SMN) intends to issue a request for proposal and subsequently award a sole-source contract to AAI Corporation; P.O. Box 126; Hunt Valley, MD 21030-0216. The contract will be for firm fixed price production of JSECST system requirements which include approximately 326 CTS with a planned buy profile of 96 units in FY01, 152 in FY02, and 78 units in FY03. Lot buy profile is subject to change. Effort also includes any non-recurring engineering to resolve parts obsolescence issues, refurbish developmental hardware, produce initial spares and long lead items, finalize technical orders, provide any necessary training, facilitate a final provisioning conference, and any other activities the Government deems necessary for JSECST production release. TPS consist of test program/test program media, test program interface hardware, and test program instructions. There are 1-3 TPS for each CTS. JSECST system support consists of repairs to CTS and TPS hardware, software maintenance, and any other activities the Government deems necessary to support fielded JSECST systems. Support is planned for two consecutive one-year efforts on a Time and Materials contract type basis. The function of the JSECST system is to provide an end-to- end (ETE) functional testing capability to determine the status of Electronic Combat (EC) systems installed in/on operational aircraft. It will automatically determine GO/NO-GO status of the EC system with minimal technician interaction. In cases where the EC system has a critical fault, the JSECST will identify the critical failure and/or the ETE functional test that failed and will provide fault isolation by identifying the failed aircraft transmission line path/component or line replaceable unit. The JSECST can be operated in either automatic or manual mode. The JSECST system consists of Core Test Sets (CTS) and Test Program Sets (TPS) for the F-15C (Suite 4), F-15E, F-16 Blocks 40/50/52, F-16 Blocks 25/30/32/42, A/OA-10, AV-8B, F- 14B/D, F/A-18A/B & E/F, and associated pods with any of the aforementioned platforms. Additional JSECST systems may be required for other potential platforms. The Government does not own a technical reprocurement data package for the JSECST system. The Government will not serve as the system integrator. The Government requirement is for a contractor to produce and support complete JSECST systems. The program office plans to issue the RFP in November 2000 and award this contract for production and support of the JSECST system by March 2001 in order to meet the User's Required Assets Availability (RAA) date of December 2001. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
