Description
Sources Sought/Notice of Intent to negotiate with one source. The proposed contract action is for services, which the Government intends to solicit and negotiate with Wildlands, Inc. Citrus Heights, CA unless as a result of analysis of acceptable responses to this notice a determination is made by the Government to issue a competitive request for quotations. Wildlands, Inc. is the sole source able to provide these services, as it is the only entity (mitigation bank) with approved mitigation credits available for the required habitat types. The required services are to provide mitigation credits for: 1) Shaded riverine aquatic and riparian willow scrub habitat. The contractor will provide mitigation credits for a total of 56,673 linear feet of habitat representing a mix of established shaded riverine aquatic habitat (16,000 linear feet) and riparian willow scrub (40,673 linear feet) habitat at a US Fish and Wildlife Service approved mitigation bank along the Sacramento River, or a major distributory slough, south of Sacramento. Prospective contractors are required to provide verification of approval by the USFWS for the sale of shaded riverine aquatic and riparian willow scrub habitat at the proposed mitigation bank. 2) Emergent marsh habitat. The contractor will provide approved mitigation credits for two (2) acres of palustrine emergent marsh habitat along the Sacramento River, or a major distributory slough, south of Sacramento and in the delta region. Prospective contractors are required to provide verification of approval by the USFWS for the sale of palustrine emergent marsh habitat at the proposed mitigation bank. 3) Shaded riverine aquatic habitat. The contractor will provide mitigation credits for 12,168 lineal feet of established shaded riverine aquatic habitat at a US Fish and Wildlife Service (USFWS) approved mitigation bank along the Sacramento River, or a major distributory slough, south of Sacramento. Prospective contractors are required to provide verification of approval by the USFWS for the sale of shaded riverine aquatic habitat at the proposed mitigation bank. All interested persons may respond or submit statements of qualifications. This is not a request for competitive proposals or quotations. The Government will consider responses received within 45 days after the date of publication of this synopsis. A determination by the Government not to compete this proposed contract is within the discretion of the Government.
