B Non-personal, Professional Services for Biological Studies in the Snake and Columbia River Basins, Walla Walla District, Corps of Engineers, Washington, Sol. No. DACW68-01-R-0001, Due 11/02/00, POC Contract Specialist Phyllis Buerstatte (509)527-7211 The U.S. Army Corps of Engineers, Walla Walla District intends to issue a request for proposals for one or more indefinite delivery/indefinite quantity, professional services contracts for Biological Studies in the Snake and Columbia River Basins. The contract term is expected to be one base year with up to four option years, and the amount will not exceed $15 million per contract over the five-year period. The RFP solicits proposals that describe how the offeror would provide needed expertise to the District. Work includes conducting biological evaluations, continuing ongoing studies, and responding to the 2000 Biological Opinion from the National Marine Fisheries Service. Most of this work is focused on the passage of adult and juvenile salmonids at hydroelectric projects, although future work may occur anywhere in the Columbia Basin, including near shore ocean and tributaries of the Snake and Columbia rivers. Specific studies will be set forth in individual task orders which will include a description of the work to be provided for that particular order. Proposals will be evaluated on criteria specified in the solicitation. A tentative listing of the main evaluation factors is provided as follows, in descending order of importance: 1) staff experience and qualifications; 2) sample products; 3) internal organization, lines of authority, and coordination; 4) experience with State and Federal resource agencies; 5) past performance references; 6) expertise in specific study areas; 7) extent of participation of small disadvantaged business concerns in performance of the contract; and 8) price. All evaluation factors, other than price, when combined, are significantly more important than price. PROCUREMENT UNRESTRICTED. Size standard for identification of small business concerns under NAIC 54171 is that the average employment, based on the number of persons employed on a full-time, part-time, temporary or other basis during each of the payperiods of the preceding 12 months shall not exceed 1,000 employees. If a large business is selected for this procurement, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on the portion of the work it intends to subcontract. The subcontracting GOALS are: a minimum of 61.2 percent of the Contractor's intended subcontract amount be placed with small businesses (SB), including 9.1 percent with small disadvantaged businesses (SDB). A minimum of 5 percent of the intended subcontract amount shall be placed with woman-owned small businesses (WOSB). This synopsis is not a request for proposals but a notice that a solicitation will be issued.
