Description
SECOMP-I MARKET SURVEY -- SOURCES SOUGHT This is a market survey to identify potential sources to integrate, test, produce and support a Secure En-route Communications Package -- Improved (SECOMP-I) system. The SECOMP-I is an en-route mission planning and communications system with C4I capability that will support Force Projection operations for Army warfighters. It will provide Army warfighters with the ability to communicate with other elements of the Army's and other services' forces while en route to an area of operations aboard USAF aircraft and during ground operations. The SECOMP-I will integrate up to three Army standard UHF/VHF Single Channel Tactical Satellite (SCTACSAT) Line of Sight (LOS) and Beyond Line of Sight (BLOS) radios depending on whether a Command Configuration (three radios) or a Standard Configuration (two radios) is being deployed. Although two configurations are sought, both will be produced the same with the exception of additional hardware. The SECOMP-I integrates two data processing devices for en-route command and control and mission planning and a five-station intercom system for inter-aircraft communications as well as other functions. The Government intends to acquire three SECOMP-I Systems, an interactive training package and training course for the purpose of Technical Testing/Operational Testing and to verify conformance to (Draft) Specification A3280025. These systems will also be refurbished to be fielded after testing. Upon successful verification of all performance requirements by the contractor and operational testing by the military user, the Government will acquire up to an additional 146 SECOMP-I systems including, warranties, spare parts, training, contractor logistics and technical services, and all essential technical and logistics data to support the system for up to fifteen years. The 149 SECOMP-I production systems are planned to be acquired on an Indefinite Delivery/Indefinite Quantity (IDIQ) fixed-price basis over several years pending availability of funding.
