Description
The Tactical Air Control Party (TACP) Modernization Program Office of the Electronic Systems Center (ESC/DIGR) is seeking technical alternatives for the acquisition of a Vehicular Communications System (VCS). The Government is currently refining the acquisition strategy for the TACP Modernization program. The VCS shall meet the requirements outlined in the Operational Requirements Document (ORD), AC2ISRC (CAF) 307-97-I/II/III, for Tactical Air Control Party Modernization, dated 9 Dec 99. The reference ORD is posted on the Hanscom Electronic RFP Bulletin Board (HERBB) (http://herbb.hanscom.af.mil) (click on "Biz Opportunities", then click on "Tactical Air Control Party (TACP) Modernization"). The current plan is to purchase, in fiscal years (FYs) 2003 through 2007, approximately 491 VCS, ancillary equipment and related services such as, but not limited to, antennas, cabling, filters, amplifiers, cosite mitigation equipment, integration and vehicle installation. Estimated quantities by fiscal year are FY03-130, FY04-53, FY05-24, FY06-126, FY07-158. Respondents are notified that a formal solicitation may not necessarily result from this Request For Information (RFI). However, information received as a result of our market survey activities may be reflected in a formal solicitation. The Government will not pay for any information received in response to this request for information, nor will the Government compensate respondents for any costs incurred in developing the information provided to ESC. Without written permission from the respondent, ESC will not release to any firm, agency, or individual outside the Government, any information marked "Proprietary". Respondents should provide one or more white papers suggesting a technical approach, recommended components and Rough Order of Magnitude (ROM) cost estimates for a product that meets all the VCS threshold requirements of the 9 Dec 99 ORD. Submissions should consider and articulate federated and non-federated solutions, Joint Tactical Radio System (JTRS) and non-JTRS Software Communications Architecture compliant solutions, as well as GOTS-based and developmental solutions. Multiple alternatives are welcome. Respondents must provide the following in their response to this announcement: (1) a description of each proposed solution and an accompanying explanation as to how it meets all ORD threshold and as many of the objective requirements as possible; (2) brochures and/or other marketing material provided to Government or commercial customers for the products you are recommending in response to this announcement; (3) the schedule, assumptions and risks associated with your proposed solution(s); (4) a ROM estimate for the system cost of your proposed VCS solution(s) broken out by total, fiscal year and unit price; (5) information on any additional functionality not in the ORD that your solution(s) provides that you believe would be beneficial to the TACP mission. Response packages should be delivered in two paper copies, limited to forty (40) pages, including brochures; software copies may be delivered along with the paper copies. The response packages are due to Mr. Dale M. Packages received after 15 business days of the date this notice appears in the CBD may not be reviewed. This notice does not constitute a Request For Proposal, it does not restrict the Government as to the ultimate acquisition approach and should not be construed as a commitment by the Government.
