Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES prepared IAW FAR 12.6 and supplemented with additional information as included in this notice. This announcement constitutes the solicitation; proposals are due by 28 SEP 00, 2:00PM. This solicitation document and incorporated provisions & clauses are governed by FAC 90-46. This solicitation is a Request for Proposal (RFP) and is advertised for competition on a restricted basis. This proposal is 100% SET-ASIDE for SMALL DISADVANTAGED BUSINESSES for Standard Industrial Classification Code 1711 (Heating Equipment Services) which applies to businesses with less than $7 million in annual receipts. The Directorate of Contracting, FT Bliss, TX requests Proposals for Solicitation DABT51-00-R-2024. This proposal is subject to the availability of funds and may not be awarded. Services shall be performed in accordance with the best commercial practices for Boiler Installation and Housing the boiler at the FT Bliss Quartermaster Laundry Building 2033 and be completed within six month of contract award. LINE ITEM 0001: 2 Each BOILERS, 500 HP, Steam, High Efficiency, High Pressure; LINE ITEM 0002: 2 Each INSTALL BOILERS, New Boilers shall be equipped with Chemical Connections, Blow-Down, and Service Connections, Non-Return Valves, De-Airator, and New Condensation/Boiler Feed Pumps. Provide new Vents, Piping, and Electrical Connections to existing controls. LINE ITEM 0003: 1 JB CONCRETE SLAB & METAL SHED, Provide concrete slab that is compatible with existing soil conditions. Provide Metal Shed compatible with existing building, with double exterior doors as well as an egress to the building, with mechanical ceiling vents and electrical lighting. Install on the exterior Northwest side of Building 2033. LINE ITEM 0004: 1 JB REMOVE EXISTING BOILERS AND ASSOCIATED EQUIPMENT IN BLDG 2033 AND DISPOSE. ITEM 0005: PATCH CONCRETE SLAB OF EXISITING BOILERS IN BLDG 2033. The contractor shall provide all labor, equipment, and new material to compete the work. Proposal shall include a copy of the license for all Plumbing, Electrical, Electric, and Mechanical workers. AWARD WILL BE ON AN "ALL OR NONE" BASIS subject to availability of funds. INSPECTION: At the time of contract award the contractor shall establish a quality control program which will indicate a method for inspection. INTERESTED BUSINESSES shall include the information at FAR 52.212-3 (Offeror Representation and Certifications for Commercial items) with their DUNS, Cage, & Tax Identification Numbers, and be Electronic Funds Transfer and Central Contractor Registration compliant. FAR 52.212-1, FAR 52.212-4, FAR 52.212-5 applicable to 52.203-6, 52.219-8, 52.219-14, 52.222-26, 52.222-35, 52.222-36, 52.22-37, 52.225-9, 52.222-41, 52.222-44 & 52.222-47 apply to this acquisition. Offerors must acquaint themselves with the regulations concerning Commercial Item acquisition contained at FAR 12. Offerors not in possession of the referenced clauses in text may obtain them at http://acqnetsarda.army.mil. DEPARTMENT OF LABOR WAGE DETERMINATION 94-2511 (Revision13) for the El Paso area applies. Required Wage Rates may be obtained at www.ceals.usace.army.mil. EVALUATION FAR 52.212-2 will be based on TECHNICAL CAPABLE Capability (Subfactor: Method, Phase-In Plan, Boiler Make & Model), PAST PERFORMANCE (Subfactor: Key personnel and Performance References). Factors and Subfactors are listed in descending order of importance. Technical Capability is more important than Past Performance. Technical Capability and Past Performance when combined are equally as important as Price. Award will be negotiated IAW FAR 15 and best value continuum.
