Description
The Space and Naval Warfare Systems Command (SPAWAR) intends to award a sole source fixed-price level-of-effort services contract to Unisys Corp. for Life Cycle Maintenance (LCM) support for the Nova (not an acronym) system managed by SPAWAR PMW 152 for a basic period of performance of ten months with two one-year options. This acquisition will provide continued Life Cycle Maintenance (LCM) support to the 15 Nova systems located at ten sites worldwide. Nova is the Navy messaging system that interfaces with the Automatic Digital Network (AUTODIN) and the Secret Internet (SIPRNET) to receive, store, and forward high volumes of message traffic at user commands. Unisys Corp. has been the sole maintainer of the Nova software for the last six years, has unique knowledge of the Nova architecture and software enhancement requirements, and has proprietary rights to the Nova source code. Services to be acquired will include (1) Help Desk technical support to be available 7 days, 24 hours via an 800 toll free number, (2) emergency on-site technical assistance and response to casualty reports (CASREP), (3) troubleshooting of system failures, (4) debugging of software problems and anomalies, (5) implementation of software patches and new releases to correct anomalies identified by Software Change Proposals (SCP) and to meet new operational requirements, (6) continued support to the Defense Information Systems Agency's (DISA) Joint Interoperability Test Command (JITC) with analysis and corrections of Discrepancy Analysis Sheets (DAS), (7) Program Management support during program review meetings, and (8) on-the-job training (OJT) associated with new software releases and patches. The contemplated contract will require the contractor to commence performing these services immediately upon contract award. This announcement corrects the answer to question #12 in the "Nova Questions and Answers #2" document linked to the March 2, 2000 CBD synopsis number 430592. The software source code and full documentation will not be provided to contractors.
