Description
The National Institute of Standards and Technology (NIST) intends to negotiate with Berkley Research Associates, Incorporated, Springfield, Virginia, on a sole source basis for research and service assistance for the NIST Photometry Project. The work shall include: (a) developing instrumentation and computer programs for the new spectrogoniophotometer, (b) developing measurement systems for LED Luminous intensity, flux, and color and performing experiments, (c) performing experiments for realization of the total spectral radiant flux scale using the integrating sphere systems, (d) performing measurements needed for the maintenance of the NIST photometric units including the flashing light photometric unit, (e) building the hardware and developing the programming to improve the measurement systems for the integrating sphere and the photometric bench, and (f) providing support for maintaining the High Accuracy Cryogenic Radiometer. Deliverables shall include quarterly reports, co-authored publications and talks at conferences. F.O.B. Destination, Gaithersburg, Maryland. The period of performance is from date of award for 11 months. This is a sole source because this is a continuation of a previous contract. Berkley Research Associates has key personnel with the experience and training utilizing the facilities required in the Statement of Work. This is the only contractor that is able to provide these services to achieve the program goals in the time required. This notice of intent is not a request for competitive proposals. However, all quotations received within 14 days after the date of publication of this synopsis shall be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An award shall be made approximately October 30, 2000 using simplified acquisition procedures. See Note 26.
