Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, is requesting proposals for full and open competition to perform Engineering and Manufacturing Development (E&MD) of the Coastal Battlefield Reconnaissance and Analysis (COBRA) system on a cost-plus-incentive-fee basis for a four year effort. A security clearance to the SECRET level will be required. The COBRA system is a reconnaissance and battlefield analysis system designed for the conduct of unmanned aerial standoff threat detection and imagery collection in the littoral battlespace, specifically from the surf zone through the beach exit zone. The COBRA system consists of a multispectral or hyperspectral imaging sensor subsystem designed for employment in an unmanned aerial vehicle (UAV) and a ground-based imagery receiving and processing subsystem. The airborne subsystem is utilized for data collection, and a ground station subsystem is used for training, mission planning, real-time system tracking and post-mission processing. The COBRA airborne subsystem will image a ground scene looking for mines, minefields, obstacles and objects. As the aerial platform is flying over the reconnaissance site, imagery will be downlinked to the ground station subsystem for real-time system hardware assessment, tracking and operator use. The COBRA system will automatically detect minefields. This effort will encompass the conduct of all analysis, system engineering and design, development, fabrication, assembly, testing, qualification, operator and maintainer training, documentation, planning, and management required. This development effort is intended to leverage on the successful COBRA Advanced Technology Demonstration (ATD). The goals of the E&MD phase will be to: (a) Design, fabricate and test a rugged, lightweight sensor subsystem for deployment in a UAV, (b) Develop interfaces with the UAV, (c) Design, fabricate and test a ground-based imagery receiving and processing subsystem which is compatible with the UAV ground control station, (d) Develop training and mission planning software and product formats which are interoperable with Naval C4ISR systems, (e) Ensure the design is robust enough to provide for future technology insertion and pre-planned product improvements. The E&MD phase will provide for the development and delivery of four (4) UAV payloads and one (1) groundstation, which will comprise the COBRA Engineering Development Model (EDM) system at the completion of the E&MD phase, to support developmental testing and operational testing (DT/OT). Delivery and performance requirements have been established to support a Milestone III decision in FY 2005 with an initial operating capability (IOC) in late FY 2005. The desired date for the commencement of the E&MD phase is late 3rd quarter of fiscal year 2001. This start date is contingent on a successful Milestone II decision by the Milestone Decision Authority (MARCORSYSCOM). Further, the Government intends to award a follow-on production contract (currently estimated at twenty-four (24) UAV airborne payloads and twelve (12) groundstations) on a sole source basis to the E&MD contractor following a successful Milestone III decision. The Government intends to release the formal Request for Proposals (RFP) on or about 13 October 2000. The Government intends to provide a "bidders library" on CD-ROM containing pertinent information from the ATD phase of the program with the RFP. Since all potential Offerors have had an opportunity to review and comment on a draft RFP, Offerors will have 45 days after formal release of the RFP to submit proposals. Offerors must respond to this announcement to receive the RFP. Responses received as a result of the Sources Sought announcement (N61331-00-JM04) were valid for the Sources Sought Phase only and do not carry over to the formal RFP Phase.
