Description
17. DESCRIPTION The U.S. Army Tank-automotive and Armaments Command (TACOM) intends to negotiate with Delmia Corporation on a sole source basis for on site maintenance of the software program developed by Delmia Corporation (formerly known as Deneb Robotics, Inc.). TACOM is issuing a combined Synopsis/ Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals will be accepted, however a written solicitation will not be issued. The combined Synopsis/ Request for Quotation (RFQ) number is AMSTAT-RVP5-1101. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14, dated 24 Sep 1999. The associated standard industrial classification code is 7373, with a size standard of 1,000 employees. The Delmia Corporation software is as follows: Virtual NC Software running on UNIX-SGI Platform, quantity of one (1); QUEST Software running on UNIX-SGI Platform, quantity of one (1); IGRIP Software running on UNIX-SGI Platform, quantity of two (2). The type of service is for a one year maintenance order with Delmia Corporation offering telephone support, updates to the program and field service engineering. Services are for TACOM, AMSTA-TR-D, Warren, MI, and the performance period will begin 10/01/2000. F.O.B. Destination will apply. Provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The following factors shall be used to evaluate offers: (i) technical capability of the items offered to meet the Government requirement and (ii) price. Offerors are advised to include a complete copy of the Provision at FAR 52.212-3, Offerors Representation and Certification Commercial Items. The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items; applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. This acquisition is rated DOA4. TACOM intends to negotiate solely with Delmia Corporation, 5500 New King Street, Troy, MI for renewal of these services. See numbered Note 22. Offers are due no later than 3:00 p.m., local prevailing time on 9 Oct 2000.
