This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, F3360100BA021, is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This is a small business set-aside. The SIC code applicable to this RFP is 3826. The small business size standard is 500 employees. Wright-Patterson AFB (WPAFB) has a requirement for one (1) EA Variable Pressure Scanning Electron Microscope. The specifications may be reviewed in the Statement of Work, which is available on the WWW at http://www.pixs.wpafb.af.mil/. Delivery is required within 90-120 days after contract award. Delivery location is Base Supply Officer, Bldg. 257, Area C, Wright-Patterson AFB OH 45433-5000. The FOB point shall be destination. The following clauses and provisions apply: 52.212-1, Instructions to Offerors -- Commercial Items; 52.212-2, Evaluation -- Commercial Items (for paragraph (a), the blanks are completed as follows: (A) technical capability of the item offered to meet the Government requirement, (B) past performance and (C) price. Technical (A) and past performance (B), when combined, are more important than price. The offeror must return a copy of 52.212-3, Offeror Representations and Certifications -- Commercial Items.; 52.212-4, Contract Terms and Conditions -- Commercial Items; and 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (for paragraph (b), only the following clauses apply: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3); DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (for paragraph (b), only the following clauses apply: 252.225-7000, 252.225-7001, and 252.204-7004). The offeror must submit their proposal in the following format: (1) Technical Proposal (10 page limit/3 copies); (2) Past Performance (include three recent/relevant contracts for the same or similar item including contract numbers and points of contact with phone numbers); (3) Price Proposal.
