Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement uses procedures for Simplified Acquisition Procedures (SAP) -- Commercial (Standard Form 1449) procurements and is being conducted under the NASA Acquisition Internet Service (NAIS) Electronic Procurement (EPRO) Pilot. This Pilot supports the electronic receipt of offers and electronic award of the resultant contract/purchase order, utilizing Forms and Digital Signature/Security Software. This system was developed in response to the National Performance Review's call for increased use of electronic commerce in exchanging procurement information. Quoters wishing to view this procurement information or respond to the Request for Quotation (RFQ) must first install and utilize the designated software (provided free of charge). Complete instructions for installation and use of the software to view and respond to the procurement are available at: http://server-mpo.arc.nasa.gov/NAIS/NAISHome.taf?ptype=Type0 NASA Ames Research Center has a need to procure a 5-10 L "glass," gas-tight, batch or continuous culture bioreactor for cultivation of extremophiles. This reactor will be used for laboratory experiments on the physiology of extremophiles and as a pilot reactor for optimizing growth conditions for a larger extremophile bioreactor. To be effective as a quantitative experimental system and a batch pilot system, the bioreactor must have accurate real-time monitoring and control capabilities for all culture-critical parameters. It requires quantitative fermentation/cell culture software which will not only be able to function under the wide range of culture conditions (e.g., temperatures 0-90 0C, pH 0.5-12, dissolved oxygen concentrations 0-saturated, and in the presence of hydrogen sulfide to saturated concentrations), it must also be capable of monitoring and recording temperature, pH, dissolved oxygen, and stirring speeds real time. For temperature, the system must be able to maintain the culture within 0.50C of the set point at all times. The system should also have the capability of regulating pH within 1 pH unit and have an automated sampling device that will allow samples of a desired volume to be removed at programmable time intervals. The system must also regulate stirring speeds and gas input for up to four different gases. All internal components of the system must be able to withstand the culture conditions that simulate extreme environments on Earth or other planets as well as autoclaving (see list below). This means that the system should be configured so that there is no contact between the culture and metals -- - a glass system is recommended, but other inert materials will be considered. The principal features and operating parameters are as follows: 1) temperature range: 40C to at least 900C; 2) temperature control: + or -- 0.50C; 3) pH range: 0 to at least 12; 4) dissolved oxygen range: 0 % saturation to saturation for any given temperature; 5) sterilization of the systems will be accomplished in a separate autoclave (no in situ sterilization capabilities needed); 6) minimum of 12 passageways; 7) 4-channel gas mixing station with process module; and 8) 5-10 L overall capacity. Other features such as pressure sensors, safety valves, dual pumps are important assets. All sensors shall withstand autoclaving and be compatible with the above operating conditions. The provisions and clauses in the RFQ are those in effect through FAC 97-18. This procurement is a total small business set-aside. See Note 1. The Standard Industrial Classification (SIC) Code and the small business size standard for this procurement are 3443 and 500 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Ames Research Center, Receiving Section, Bldg. 255, Moffett Field, CA 94035 is required within 60 days after Purchase Order award. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the item(s) described above must be submitted via email to the identified point of contact by the date/time specified. Quotations shall include solicitation number, FOB destination to Ames Research Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. To submit a quotation, quoters are required to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items, found at the above NAIS EPRO Pilot URL address. Quoters shall provide the information required by FAR 52.212-1. Addendum to FAR 52.212-1 is as follows: Compliance with Veterans' Employment Reporting Requirements (February 1999) By submission of its offer, the offeror represents that, if it is subject to the reporting requirements of 37 U.S.C. 4212(d) (i.e., the VETS-100 report required by Federal Acquisition Regulation clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era), it has submitted the most recent report required by 37 U.S.C. 4212(d). If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act-Balance of Payments Program -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.212-3 may be obtained at the above NAIS EPRO Pilot URL address. FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52,233-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52,225-3, Alternate I of 52.225-3, 52.225-13, and 52.232-34. Addenda to FAR 52.212-5 are as follows: ARC 52.232-93 Submission of Invoices-Fixed Price (Feb 1998) and clause "Year 2000 Compliance (May 1998)" in accordance with PIC 98-8. The quoter shall provide standard product literature indicating that the product or products offered are Year 2000 Compliant. It is the quoter's responsibility to confirm that the Government has received an email quotation. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined using information submitted by the quoter. Descriptions provided should be in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their quote. An ombudsman has been appointed -- See Internet Note "B".
