Description

The Defense Information Systems Agency intends to award a five-year (base plus 4 options) contract effective 1 November 2000 to Stellar Communications LLC, Arlington, VA for operation of the Bosnia Command & Control Augmentation (BC2A) Program's Joint Broadcast Service (JBS), and to provide system integration and engineering support. Stellar has acquired extensive experience in the area of high-bandwidth delivery (Smart Push/Warrior Pull) of information in sites to Europe, dissemination of real-time and aerial-reconnaissance video, commercial television broadcasts, recorded video and encrypted data or audio files. Stellar Communications also has extensive experience with potential follow-on systems, specifically the Global Broadcast System (GBS) and the unnamed successor to JBS (currently in prototyping). Award to any replacement vendor would invite a 6-12 month learning curve to become sufficiently familiar with the JBS systems, critical to the BC2A operation and a potential setback in the R&D/prototyping effort.
