This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, Subpart 12.6 and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. This announcement constitutes the only solicitation; a proposal is requested and a written solicitation will not be issued. This combined synopsis/solicitation is issued as a Request for Quotation. It is the intent of the National Library of Medicine to negotiate for the National Institutes of Health, Center for Information Technology (CIT), on a sole source basis with Executive Information Systems (EIS), for SAS Software and Licenses. Under the authority of FAR 6.302-1, Only One Responsible Source and No Other supplies or Services Will Satisfy Agency Requirements, the Government intends to solicit and negotiate with only one source. The acquisition is for the following SAS, Inc. Products: (1) SAS Software and Support; (2) Software Documentation and (3) SAS Training Services. The software and license agreement will provide NIH a perpetual, irrevocable nontransferable, and non-exclusive Software Site License to use SAS software and documentation for high level programming language, compatible with the existing NIH CIT hardware and software, which performs the following major functions: 1. Information Storage and Retrieval; 2. Data modification and programming; 3. Report writing; 4. Statistical analysis: (a) Descriptive statistics; (b) Regression analysis; (c) Analysis of variance on unbalanced data using virtually any design; (d) Categorical data analysis; (e) Multivariate analysis of variance; (f) Discriminant analysis; (g) Cluster analysis; (h) Factor analysis; (i) Correlation analysis; (j) Analyze survey data; 5. File handling and maintenance; 6. Color graphics; 7. Access data directly from IBM's DB2 product, Oracle, ODBC, PC File Formats, SYBASE, Informix, Ingres, AS400, Teradata, OLE DB, SPSS SAVE FILES, and BMDP system files; 8. Econometric and time-series; 9. Operations research procedures; 10. Full screen editing. In addition to these functions, the system shall contain a computer-based training module so users can learn the language and capabilities independently at their own pace and schedule. The system shall be able to read data in virtually any form and store the data in a self-documenting system file. Reports on the status and contents of the system file must be easily obtained. The system shall have the capability to modify data. The system must be able to compile program statements that perform standard operations such as creating new variables, accumulating totals, and detecting and correcting errors. The report writing features of the system must be very flexible. In addition to creating pre-formatted reports, the system's user must be able to program his/her own uniquely styled reports. The system shall provide all the standard statistical capabilities such as descriptive statistics, regression analysis, analysis of variance on unbalanced data using virtually any design, categorical data analysis, multivariate analysis, discriminant analysis, factor analysis, and cluster analysis. The system shall also have the capability to handle nonstandard statistical analysis as long as it can be expressed in traditional matrix notation. The file handling capabilities of the system shall be extensive. Sorting, editing, subsetting, concatenating, merging, and updating data sets must be handled with ease. On-line editing and querying of system files shall be possible. The system shall be able to process multiple input files simultaneously and write multiple output files in one pass of the data. The system shall have color graphics capabilities that include producing bar charts, pie charts, star charts, two- and three-dimensional block charts, graphs, plots, contour plots, three-dimensional plots, and maps (U.S. and world). The system shall support virtually any device driver. The system shall provide interactive menu-driven facilities for data entry, editing and retrieval. The system shall have the capability to browse and edit the contents of a system file, enter data into existing system files, create new system files, browse the contents of external files, and build and customize end-user applications. The system must include an Open Database Connectivity (ODBC) that will provide other software the ability to read and write the SAS system files. The system must also include an E-mail dialog to send system files and reports. The system must support client/server applications in order to establish connections with one or more remote sessions. The programming language must run on the NIH MVS mainframe, IBM PCs and compatibles, under WINDOWS, WINDOWS NT, WINDOWS 2000 and OS/2 and UNIX workstations. The system shall have the capability to develop applications on one platform and run them on another with only minor modifications. Programs and data files shall be easily uploaded and downloaded. The analysis results from the programming language canproduce listing output, Hypertext Markup Language (HTML) output, printer output, or SAS datasets. The system must support long variable names (32 characters), long character variable strings (32K), and long variable labels (256 characters). The period of performance for this order will be October 1, 2000 through September 30, 2001 with options to extend the term for three (3) successive one-year periods. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government.
