Tarr, 202 395-7666 The Executive Office of the President (EOP), Office of Administration, requires a contractor to design and implement an upgraded cable plant for unshielded copper twisted pair and fiber-optic termination within and between multiple buildings at the EOP. The contractor shall develop and implement a plant for the installation of an organized standards-based, network cabling infrastructure solution. This solution, when completed, shall replace the currently installed infrastructure and incorporate cabling that meets IEEE ratified standard and specification (Category 5 enhanced or higher) between office suite desktop termination points, organized patch panels for distribution, and properly routed, supported, and labeled cabling. The resulting product of this requirement will provide connectivity for Layer 2 and possibly Layer 3 data traffic to any office suite central patch panel offering 10/100/1000-Mb data transfer up-links. Additionally it will provide connectivity to the office suite desktops, printers, and other network equipment at 10/100-Mb data transfer rates. This is a solicitation for commercial items prepared in accordance with format in FAR Part 12, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-09. The SIC Code is 4813. This shall be a fixed priced/task order type contract. This requirement will be completed in two phases: 1) Site Survey and Upgrade Design; and, 2) Implementation. To be considered eligible to compete for this acquisition, offeror's must have past performance within the last three years that demonstrates their ability to work in secure areas, capability of obtaining EOP security clearances, efforts of performing this magnitude of a project ($3.5M -- $5M) and capability of concurrent work efforts. As a minimum, three project references will be required for submittal with any proposal. If the project references do not meet the parameters above, the offeror will be eliminated from the competition and not considered for award. This procurement is an 8(a) set-aside.
