The U.S. Army Simulation, Training, and Instrumentation Command (STRICOM) has an operational requirement to procure a one-time kit upgrade to the Chinook and Black Hawk Flight Simulators located at Ft. Campbell, KY. The requirement is to provide a Flight Simulator Upgrade Kit for each configuration with detailed installation instructions and spares. Kit installation instructions, hardware, software, and purchase order descriptions will be verified by the Government for future competitive kit upgrade installations. This effort is to be procured from the development contractor, L3COM, Link Simulation and Training, (formally Raytheon Training, Inc.) 265 Industrial Park Drive, Kirkwood Industrial Park, Kirkwood, NY 13795. The required period of performance is September 2000 through March 2001. The Government does not have the descriptive design documentation to convey the engineering performance characteristics or physical configuration. No technical data/drawings being developed for the Korean Flight Simulator Upgrade are available. Authority and Justification is Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. As the designer, developer, and manufacturer of the Korean Flight Simulator Upgrade, Link Simulation and Training is the only source that possesses the necessary technical databases, current design knowledge, and expertise to accomplish the upgrade within the requisite time period. Respondents to this notice should submit, within 15 days after publication in the CBD, a statement of capability to determine their responsibility. This is not a request for proposal.
