Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement is to provide research for the development and framing of the Air Force Strategic Planning. This research is to include identifying potential "homeland threats", characterize the potential USAF role to the threats, and examine the implications. The project will have three deliverables, a preliminary briefing, an interim briefing and a final briefing. This procurement is for the Headquarters, United States Air Force, Washington DC. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All proposals received by 4:00 p.m., CST, 8/28/00 will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
