The National Institute of Standards and Technology (NIST) has a requirement for one (1) high sensitivity, large radius, magnetic sector imaging secondary ion mass spectrometer. The instrument required shall be fully automated and capable of unattended operation. The instrument is required to be capable of operating as an ion microscope as well as an ion microprobe. Additionally the instrument is required to be capable of a mass resolving power (m/Dm, where Dm is the 10% peak width) of up to 40,000. Options for the following are included: (1) for an NMR control of the magnetic sector field; (2) for scanning ion image acquisition with the multicollector system; (3) for oxygen flooding attachment for the sample chamber; (4) for a computerized duoplasmatron source; (5) for a Faraday cup extension fo rthe multicollection system; (6) for digital image processing for ion images; (7) to have a resistive anode encoder installed as a secondary ion detector; and (8) for a secondary electron imaging of the sample.Liquidated damages are anticipated to be included in the order for this requirement. -- Delivery of the equipment is desired within 12 months and required within 17 months after receipt of order. -- NIST intends to enter into a sole source contract with Cameca Instruments, Inc., 204 Spring Hill Road, Trumball, Connecticut 06611-1356, under the authority of 41 USC 253(c )(1) -- only one responsible source. -- The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.5 -- Test Program for Certain Commercial Items. -- Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by September 1, 2000, will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A solicitation will not be issued.
