SPECIAL STUDIES AND ANALYSIS On behalf of the Office of the Secretary of Defense/Net Assessment and in accordance with FAR Subpart 6.3, the Defense Supply Service-Washington intends to award a purchase order (under the simplified acquisition threshold) on a sole source basis to Hudson Institute, Inc. for a research effort entitled "Russian 21st Century Break-Through Threats." The objective of this research proposal is to examine key dimensions of the new threats, which, if implemented, could render the current US status as a break-through nation transitory. A closed conference will include interviews with senior-level foreign military experts (general-officer level) who have personal and precise technical knowledge of these impending threats.
