SPECIAL STUDIES AND ANALYSIS On behalf of the Office of the Secretary of Defense/Net Assessment and in accordance with FAR 6.3, the Defense Supply Service-Washington intends to award a purchase order (under the simplified acquisition threshold) on a sole source basis to IHS International, Charlottesville, Virginia to perform a study on "China's Early 21st Century National Infrastructure: Petroleum, Utilities, Transportation." The purpose of this study is to develop an assessment and associated data base regarding China's infrastructure of petroleum, electric power utilities and national land transportation networks, with special emphasis on how each relates to national security capability and intent. These tasks will be accomplished via specific analysis of non-traditional open resources and networks, consultations with international industrial and financial experts, and development of an associated dialogue between project-associated American and Chinese counterparts.
