The Defense Finance & Accounting Service has a requirement for DFAS-HQ/HD to develop and provide education and training to support the training needs of the Agency's financial management workforce. Delivery orders will be issued to accomplish various tasks under the general scope of work. Development and/or delivery programs will be initiated as needed with specific requirements for appropriate deliverables and tasks. General services needed under this contract could include, but are not limited to, the creation of specific courses, curricula, and performance development materials; modification of the curricula; and instruction of these courses. The award of a performance based contract is anticipated. The contractor shall explore the emerging learning technologies to develop instructional materials in support of new and improved business processes and new and emerging automated finance and accounting systems; The contractor shall recommend the most effective combination of training solutions such as: Classroom instruction (i.e., instructor and student manuals; teaching aids, distance learning). This procurement will be a combination of Firm-Fixed Price/Cost Plus Fixed Fee, Indefinite Delivery/Indefinite Quantity (IDIQ)contract for a base year and four one year options, plus an option to extend the contract for six months.
