Department of Commerce, National Marine Fisheries Service, intends to procure services to develop Take Reduction Plan (TRP) Outreach Materials and Implementation of TRP Outreach Activities. The contractor will be required to develop outreach materials summarizing requirements of the current Atlantic TRPs, meet with fishers along all major fishing ports from North Carolina through the Atlantic coast of Florida, conduct workshops, attend fisherman's fora, etc., distribute these and other existing materials, and facilitate understanding of their content by participants in fisheries impacting marine mammals. Reports will be required monthly summarizing progress and biannual reports will be required for recommendations regarding aspects believed beneficial to the TRP process. The following evaluation criteria will apply: (1) Experience in commercial fishing. Knowledge and experience of mid-Atlantic coastal gillnet fisheries. (2) Bachelor's (or higher) degree in biology or related field (e.g. fisheries or agriculture). (3) Past record of working with other fishers (e.g. acting as a representative for other fishermen on marine mammal TRPs, on fishery management councils or marine fisheries commissions, etc.) (4) Participation on marine mammal disentanglement team.
