Wolfe, Jr., 304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Proposal No. RQ2000-027 This procurement is being issued unrestricted. The Standard Industrial Classification is 3826 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. The National Institute for Occupational Safety and Health (NIOSH), Morgantown, WV, requires ONE EACH of a HVLab MULTI-CHANNEL PLETHYMOGRAPH. This equipment will be used for collection of physiological measures for the vibration and noise assessment of our powered hand tools project. SPECIFICATIONS AND REQUIREMENTS: The system must be suitable for research in both the laboratory setting and for field studies. The system must be computer controlled. The software must be Windows 2000 compatible. The computer interface card must be of 16-bit design. The system must be able to measure individual systolic blood pressure in five fingers simultaneously. Using a water filled pressure cuff, the system must be able to heat or cool 4 fingers simultaneously to the desired temperature (5 to 35 degrees C) in less than 10 minutes. The temperature control of the pressure cuffs must be performed using active feedback. Data must be exportable in a spreadsheet format. The system must satisfy the following TECHNICAL DETAILS: Finger Cuff Temperature Range of 5-35 degrees C, adjustable in 1 degree increments; Sampling Rate of 18 samples/channel/second; Number of Data Channels is five (5); Test Duration of 0-360 seconds, adjustable in 1 second increments; Maximum Operating Pressure Range of Finger Cuffs of 150 to 260 mmHg; and Pressure Reduction Rate of the Finger Cuffs of 0.5 to 3 mmHg/second, the reduction rate must be linear. EVALUATION FACTORS: Offers will be evaluated for technical compliance with the specifications. The Government desires delivery within 4 to 5 months after receipt of contract or sooner. Offers shall propose based on a delivered price, F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the unit's ability to meet the stated Technical Criteria (specification) or your offer may be rejected. The Government anticipates one award to the responsive, responsible offeror whose proposal is considered most advantageous to the Government.
