Amendments to the solicitation are emphasized by UPPERCASE LETTERS. This is a combined synopsis/solicitation (Request for Quote (RFQ)) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only RFQ; quotes are being requested and a written solicitation will not be issued. RFQ No. 53SBNB060138 is issued as a Request for Quotation (RFQ) under FAR Part 13, Simplified Acquisition Procedures. The Standard Industrial Classification (SIC) code for this RFQ is 3826 and the size standard is 500; however, this RFQ is not restricted to small businesses. The RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. This is a "brand name or equal requirement," meaning that quotes may be submitted for either the brand name and model numbers specified herein or items manufactured by other company(ies) that meet all of the salient physical, functional and performance characteristics of the brand names and model numbers specified herein. Brand name or equal descriptions are intended to be descriptive, but not restrictive and are intended to indicate the salient characteristics of products that will be considered satisfactory to meet the RFQ requirements. The National Institute of Standards & Technology (NIST) intends to obtain an Automated Spectroradiometric Measurement System configured for spectral radiance measurements (360-1100 nm). The eleven Contract Line Item Numbers (CLIN's), quantities, and units of issue for each CLIN that constitute the aforementioned system are as follows: CLIN 0001 (quantity: 1; unit: each) of Optronic Laboratories, Inc. (OL) 750D Basic Spectroradiometer consisting of: a) OL 750-C Controller; b) OL 750-M-D Double Monochromator; c) General Operating Software. CLIN 0002 (quantity: 1; unit: each) of OL 750-SDS-210 DC Amplification Signal Detection System. CLIN 0003 (quantity: 1; unit: each) of OL 750-HSD-301 UV-Enhanced Silicon (DC) High-Sensitivity Detector Module (0.2 to 1.1 m). CLIN 0004 (quantity: 2; unit: each) of OL LG-05-1200 Grating (0.5 m blaze, 1200 g/mm). CLIN 0005 (quantity: 1; unit: each) of OL F-060-110 Blocking Filter. CLIN 0006 (quantity: 1; unit: each) of OL F-060-110 Blocking Filter. CLIN 0007 (quantity: 1; unit: each) of OL 750-423 Source Spectral Analysis Software. CLIN 0008 (quantity: 1; unit: each) of OL 730-9A Reflex Telescope with Achromatic Lens (360 -- 1100 nm). CLIN 0009 (quantity: 1; unit: each) of OL 750-HSD-311 PMT (S-20 Response) (DC) High-Sensitivity Detector Module (0.2 to 0.8 m). CLIN 0010 (quantity: 1; unit: each) of OL 750-645 Programmable HV DC Power Supply for PMT Detectors. CLIN 0011 (quantity: 1; unit: each) of OL 750-IEEE488 Communications Interface. The physical, functional and performance characteristics of the aforementioned eleven (11) CLIN's are ALL considered to be salient and must be met by any quoted "equal" products. Quotes for the aforementioned eleven CLIN's shall be firm-fixed-price per CLIN. The Government requires a 12-month warranty on all quoted parts and labor. Delivery shall be made for all eleven items within 90 days from contract award. FAR 52.247-34, F.O.B. Destination (NOV 1991), applies to all eleven CLIN's. Destination for all eleven CLIN's is: National Institute of Standards and Technology, 100 Bureau Drive, Building 301, Shipping & Receiving, Gaithersburg, MD, 20899-0001. The provision at FAR 52-212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The Government will award a purchase order to the responsible quoter whose technically acceptable quote for the eleven aforementioned CLIN's represents the lowest price. Quotes shall contain all eleven CLIN's. Any quotes for "equal" items shall be supplemented with DETAILED specifications for each "equal" item offered that details the quoted item's physical, functional and performance characteristics. Quoters shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, with its quote. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
