SOLICITATION DOCUMENTS, INCLUDING DRAWINGS, WILL BE AVAILABLE ON CD ONLY. This work will be to fabricate, deliver, and install a removable spillway weir (RSW) at Lower Granite Dam on the Snake River. The RSW is a 2 million lb steel structure designed to facilitate juvenile fish passage. The RSW will be mounted on two hinges and will be equipped with valves and a control system allowing it to be submerged in the forebay during flood flows. Underwater diving will be necessary to perform the installation work. The estimated cost range for this job is between $5,000,000 and $10,000,000. The standard industrial classification code (SIC) is 1629. The Small business size standard are average annual receipts for the previous three fiscal years must not exceed $27.5M. All responsible sources may submit an offer, which may be considered. If a large business is selected for this contract it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that portion of the work it intends to subcontract. The intended subcontracting goals are that a minimum of 61.4% of the contractor's intended subcontract amount be placed with Small businesses including 9.1% with Small Disadvantaged businesses. The plan must contain a goal of 5% with Woman-Owned small businesses and 1% with Historically Underutilized Businesses (HUBZone). The plan is not required with the submittal of a bid.
