E-MAIL: Kimberly DeSant, kim.desant@gsa.gov. Furnish all supervision, labor, materials, and equipment necessary to renovate the U.S. Courthouse and Federal Building in Williamsport, PA. The renovation will include the building of a new courtroom and grand jury room with integrated technology, as well as the expansion of the existing U.S. Attorney's space. This project consists of, but is not limited to, work in the following areas: drywall, doors, intricate millwork, HVAC, plumbing, electrical power and distribution, lighting, security systems, built-in furniture and fixtures, painting and finishing, carpeting, specialized flooring systems, soundproofing, and other associated work. The estimated cost range for this project is between $1 million and $2.5 million. This is a metric project, as drawings and specifications are prepared utilizing metric units. Offers will be evaluated using source selection/greatest value method outlined in the solicitation package based on the following evaluation factors: 1) Past Performance, 2) Key Personnel Qualifications and Organizational Chart, 3) Key Subcontractors, as well as Price related factors. Technical factors are more important than price and are in decreasing order of importance, with Past Performance being significantly the most important. This procurement will be conducted in two phases. The first phase will involve the receipt of technical proposals (Volume I). Volume I of this solicitation, entitled Technical Proposal, will be available on the Internet only, on or about August 1, 2000. A pre-proposal conference for Technical Proposals (Volume I), will be conducted at the Federal Building, GSA Conference Room on the 2nd Floor, Williamsport, PA on 8/17/00 at 10:00 a.m. Please call Ms. Kimberly De Sant at (215) 656-6115 to confirm your attendance. During the second phase, on or about October, 2000, actual specifications and drawings will be issued (Volume II) and price proposals will be requested (Volume III). Volumes II and III of this solicitation will include several forms and drawings which are neededto submit a price proposal, that are not available electronically. Please be reminded that offerors must submit a Technical Proposal during the first phase in order to submit a Price proposal during the second phase.
