99 -- LAPEL EMBLEMS AND METAL LITHOGRAPHIC TABS SOL USSS000030 POC renea morton 202-406-6940 The U. S. Secret Service has a 100% small business setaside requirement for the manufacture of lapel emblems in accordance with Government-provided specifications for color, shape and design. This requirement is for eight (8) separate permanent type lapel emblems, various quantities. These emblems will be manufactured from sixteen (16) gauge metal, with a defined composition of 95% copper and 5% zinc. Also this requirement is for three (3) separate metal lithograph tab sets, various quantities. These metal lithograph tabs will be manufactured from .010 thick tin plate metal. Additional specifications will be included in RFP. The contractor will be required to furnish all necessary labor, supplies and materials under this requirement. Die and Tool charges shall be quoted separately. All die and tools used exclusively in performance of this contract shall become the property of the Government. The contractor will be required to submit samples for approval after dies and tools are completed and prior to mass production. SECURITY AND INSPECTION PROCEDURES FOR LAPEL EMBLEMS A USSS representative will be on-site through the stamping element for the permanent lapel emblems. All excess (waste materials) accumulated during the process will be controlled and destroyed by melting in the presence of the USSS representative. The contractor will be required to provide a production timetable for the lapel emblems, within one (1) week of contract award in order for the Government to schedule the on-site USSS representative. Prior to award of the contract, U.S. Secret Service representatives will perform an on-site survey of the company and sub-contractors utilized by the company in performance of any resultant contract to insure compliance with the security requirements. The contractor shall establish a restricted area where elements of the manufacturing process including the stamping, plating, enameling, polishing and carding are taking place. The restricted area shall be either a secure room, wire cage, roped or cornered off area. All companies and sub-contractors assigned to U.S. Secret Service contracts must have an adequate system of accountability and security for the lapel emblems. The contractor's facility shall be equipped with a combination style safe or vault to secure the lapel emblems from loss or theft during non-working hours and after the stamping process when the U.S. Secret Service representative will no longer be on-site. The U.S. Secret Service requires all contract personnel whom is directly involved in production of the lapel emblems as well as the management team to pass an U.S. Secret Service police name check. Contractor's facility shall be equipped with additional physical security measures to safeguard the lapel emblems from loss or theft. These security measures may include guards, burglar alarms, and motion detectors, reinforced doors or windows. SECURITY AND INSPECTION REQUIREMENTS FOR THE METAL LITHOGRAPH TABS A U.S. Secret Service representative will not be on-site during the lithographic process. Contractors shall be accountable for delivery of the entire quantity of the metal lithograph tabs that are produced. The contractor is responsible for ensuring that all waste materials accumulated during the lithographic process be destroyed daily. Prior to award of the contract, a U.S. Secret Service representative will perform an on-site survey of the propose lithographic facility to ensure compliance with the following requirements: The contractor's facility shall include a large room, cage, or vault for safekeeping of the metal lithograph tabs from loss or theft during non-working hours. All personnel who are directly involved in production of the metal lithograph tabs as well as management shall pass a USSS police name check. The lithographic facility shall be equipped with additional physical security measures to include guards, burglar alarms, motion detectors, reinforced doors or windows. Although a U.S. Secret Service representative will not be on-site during the process, the U.S. Secret Service reserves the right to perform unscheduled inspections during the manufacturing process. The prospective contractor will be briefed on the results of these on-site surveys and given two (2) weeks to remedy any identified security issues. Offers will be required to address how their production facility or facilities meet the security requirements in their proposal. The USSS anticipates awarding a firm-fixed price definite delivery contract. The government reserves the right to make multiple awards as a result of this RFP. The delivery schedule is anticipated at 90 days from date of contract award. Delivery of all items shall be F.O.B. Destination to the USSS, Washington, DC (specific address will be identified in the RFP/contract. Specific packaging requirements will be identified in the RFP/contract. This procurement action will be processed in accordance with the Federal Acquisition Regulation (FAR), Part 15. Release of the solicitation is anticipated within fifteen (15) days of this notice. Proposals are expected to be due within thirty (30) days of issuance of the RFP. Requests for the RFP must be in writing within ten (10) days of this notice. FAX or Electronic requests will not be honored. The solicitation package will not be available electronically and no electronic responses will be accepted.
