perryjr@epg.army.mil. The United States Army Electronic Proving Ground
(EPG), as Technical Agent, for the Office of National Drug Control
Policy, Counterdrug Technology Assessment Center (CTAC) is seeking
potential sources to provide state-of-the-art counterdrug equipment.
This is a combined synopsis/solicitation for commercial off-the shelf
state-of-the-art counterdrug equipment to support the mission of the
CTAC sponsored Technology Transfer Program. This solicitation will be
a phased effort as follows: Phase I h Solicitation response from
potential offeror h Conduct technical, feasibility review h Select and
invite suppliers for demonstration Note: To qualify for phase II you
must meet all four initial qualifying criteria as defined below and be
selected by a panel of experts that will review for applicability and
feasibility for further evaluation. Phase II Conduct Demonstration of
Proposed Equipment (Law enforcement panel to review). Phase III h
Analyze Results h Make recommendations h Multiple Contract Awards
possible Products submitted for review must meet four (4) specific
initial qualifying criteria: a. The proposed equipment must have been
developed under federal sponsorship b. Product shall have a specific
counterdrug application such as, but not limited to; h audio/video
surveillance h command, control, communication, computer, intelligence
systems (C4I) h portable narcotic detection systems h telephone
intercept system h body-wire devices h GPS based tracking systems h
Data-sharing and analysis c. Equipment must have a verifiable
performance record within federal Government agencies. d. Proposed
equipment must be packaged as a fully integrated turnkey system and
require no development effort. Products not meeting all of the above
criteria will not be reviewed by the EPG for further consideration. 1.
Suppliers selected as a potential source who meet the criteria as
stated above may be selected to participate in a demonstration of the
proposed equipment at a place and time to be determined by EPG. Itis
anticipated that EPG will host the demonstration for proposed products
in Baltimore, Maryland the week of 25 September 2000; however the EPG
may host this demonstration anywhere it deems appropriate. 2. The
demonstration will consist of a technical review of the proposed
product by a panel of law enforcement experts. Demonstrations will be
performed by product type in which an equivalent competitor's product
(if any) may be evaluated. This will allow law enforcement experts to
compare similar products at equivalent times to determine the best
product in terms of performance characteristics. 3. Evaluation
Criteria: Products will be evaluated and selected based on the
following in descending order of importance. h Overall technical
merit-feasibility of proposed equipment h Potential contribution,
relevance, and impact to the EPG s mission in support of the Technology
Transfer Program h Cost and Schedule 4. The demonstrations will be
limited to one hour in length and will be strictly limited to the
established time. You are limited to one product per demonstration and
one demonstration per company if selected. 5. Funding will not be
provided by the EPG for participation in these demonstrations.
Suppliers selected to perform a demonstration will be required to fund
the associated cost to attend. 6. Interested companies are encouraged
to submit a letter of interest. The letter shall include, an executive
summary, description of the proposed product, a brief description
explaining who federally sponsored the development of the product,
federal sponsorship point of contact and phone number, estimated
pricing, estimated delivery, warranty provisions, and training options.
Letters of interest shall be on 8 1/2 x 11 paper and not exceed six (6)
pages in length. Seven (7) copies shall be submitted. Elaborate
brochures and marketing material are strongly discouraged. 7. Companies
selected to demonstrate products will be notified of the demonstration
location, dates and allotted time. Since there may be several
attendees, the selected dates cannot be adjusted to meet individual
company conflicts. 8. Letters of interest shall be submitted to: U.S.

Arizona 85613 9. Responses received after the due date of 8/18/00 will
not be evaluated. 10. The EPG reserves the right to select all, some,
or none of the responses to this announcement for demonstration or
contract award. Those selected for demonstrations will be notified
within two weeks of the close of this announcement. 11. Companies shall
not request nor will they obtain a list of reviewers who will be
