Y -- COMBAT AVIATION BRIGADE (CAB) BARRACKS COMPLEX -- FORT BRAGG, NORTH CAROLINA This notice is not intended to solicit interest from new contractors for this RFP, but to notify potential subcontractors of the prime contractors selected to participate in the second phase of this Two-Phase Design/Build project. Phase One of this Two-Phase Design-Build project has concluded and offerors have been selected to proceed to Phase Two. The following offerors will be provided RFP documents and invited to participate in Phase Two: (1) Absher/RSCI, P.O. Phase Two documents will be issued on or about August 10, 2000. Phase Two Proposals will be due on or about December 2, 2000. Phase Two documents will be issued in electronic format only. Amendments to the Phase Two RFP will be posted on the internet at http://ebs.sas.usace.army.mil/ unless the total amended compressed files are greater than 5 MBYTES, in which case a new CD-ROM disk will be issued. For amendments posted only on the internet, an SF 30 (Amendment of Solicitation/Modification of Contract) and a list of revised specifications and drawings will be mailed to each of the Phase Two offerors. Any technical inquiries on the Phase Two RFP must be submitted in writing to Ms. Shields and received at least 15 calendar days prior to the closing date for receipt of proposals. The project consists of the design and construction of multiple facilities on a site of approximately 55 acres bounded by wetlands at Fort Bragg, NC. Facilities will include barracks buildings for 512 soldiers, company operations facilities, battalion headquarters, brigade headquarters, and aero-medical facility. Supporting facilities will include parking, concrete pavement, sidewalks, water, sewer, electrical service, fire alarm systems, and landscaping. Geotechnical investigation and topographic survey of the construction site have been completed and will be provided. Estimated cost range of project is $50,000,000.00 to $80,000,000.00. Requirements will be provided in narrative format and bubble diagrams. Army Standard Designs may be used but will not be required. The complex shall be designed and built by registered architects and engineers employed by or subcontracted by their organization. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, offers the "BEST VALUE" to the Government price and technical factors considered.
