M -- MARINE CORPS INDIVIDUAL COMBAT CLOTHING AND EQUIPMENT(ICCE) LIFE CYCLE MANAGEMENT AND CENTRAL ISSUE FACILITY LOGISTICS MANAGEMENT AND SERVICES INITIATIVE RELEASE OF DRAFT REQUEST FOR PROPOSAL (RFP) SOL M67004-00-R-0014 DUE 092500 POC Barbara Banks, Contract Specialist, Code 891-2, (912)639-6761 On behalf of the United States Marine Corps Materiel Command (MARCORMATCOM), and in support of the Marine Corps Systems Command (MARCORSYSCOM) Combat Support Logistics Equipment (CSLE), Marine and Nuclear, Biological and Chemical (NBC) Program Office, the Marine Corps Logistics Base (MCLB), Albany, Contracts Department, will release a draft RFP for the procurement of integrated logistics and life cycle management services for the Marine Corps' inventory of ICCE in conjuction with the operation of Consolidated Issue Facilities (CIF's) and satellites throughout the Marine Corps. Release of a formal RFP is planned at a later date as shown below. A contract with a base term of one year plus nine one-year options is contemplated to provide and manage all ICCE items and to operate regional and satellite CIFs on Marine Corps bases worldwide. The range of equipment supported by this initiative could be expanded during the life of the contract to include Nuclear, Biological and Chemical (NBC) and Training Allowance Pool (TAP) equipment, the operation of Marine Corps Reserve NBC facilities as well as the operation of Cash Sales (retail sales of ICCE, uniforms and accessories) withing the CIFs. Addionally, the Government is seeking contractor provided infrastructure modifications and improvements for CIF operations in existiing Government owned buildings. The objectives of this initiative are to provide Marines with quality ICCE in a timely manner while improving overall management and issuing operations via the consolidation of this function along with reducing inventory and the total cost of support for the life cycle management of the equipment. A draft solicitatoin will be posted to the MCLB/Albany web at http://www.ala.usmc.mil/solicit/. Comments and/or questions regarding this draft solicitation should be submitted to MCLB/Albany NLT August 4, 2000. It is planned that the formal RFP will be posted on the MCLB/Albany website on August 11, 2000 with a closing date of September 25, 2000. A pre-proposal conference/industry day will be hosted by MARCORSYSCOM on August 4, 2000 and held at Camp LeJeune, NC. Details will be forwarded to all interested parties.
