This is a market survey and sources sought synopsis to identify available commercial medical information system capabilities to aid in the understanding and development of functional and technical requirements for a computerized clinical information system for the National Institutes of Health (NIH). This is not a request for proposals or quotes and in no way obligates the Government to award any contract. The Standard Industrial Classification Code (SIC Code) for this project is 7371, Computer Programming Services. The NIH's Warren Grant Magnuson Clinical Center has embarked on a major project to acquire a clinical information system to replace the functionality of the current automated medical information system. The new clinical information system is envisioned to be an on-line relational database system that will be used as a record for patient care delivered and provide data for clinical research support. Functions required that are not currently supported include protocol-based care, physician and nurse decision support, collection and reporting of management information, and direct delivery of data to institute research databases. As part of this project, the Clinical Center would like to identify commercially available solutions and capabilities to satisfy project needs. These should be proven solutions and/or capabilities currently in use in academic teaching or research hospitals similar to the NIH CC. The purpose of the market survey is to improve the understanding of the Government's requirements and industry capabilities and allow the Government to obtain quality supplies and services at reasonable prices. The information collected will be used to help NIH understand the state of the clinical information system marketplace and to set realistic expectations of what systems, functions, and capabilities are commercially available. Information collected via this market survey will in no way be used to limit or screen potential vendors from future consideration for selection. Information provided by any vendor in response to this market review shall not be disclosed if doing so would reveal the vendor's confidential business strategy, and will be protected under FAR 3.104 or FAR Subpart 24.2. The market survey will be conducted electronically and consists of a series of questions related to clinical information system functional and technical capabilities. Vendors who desire to participate in the market survey and identify available system functions, and capabilities should complete the survey form found on the Internet at http://www.healthcareinfoconsults.com/CRIS/. All vendors desiring to participate should complete the review form not later than Friday, August 4, 2000 following the instructions for submission on the web sites. The Government will not pay for the collection or preparation of any information submitted.
