Furnish a qualified production and pre-production crew to provide video production support services and pre-production services as required by the Defense Contract Audit Institute located at 4075 Park Ave, Memphis, TN 38111, to be used by the Defense Contract Audit Agency. Production services will be required from set-up through strike. Pre-production services include providing talent, wardrobe, makeup, props, and catering. The government estimates a requirement of six (6) productions per year, each having a typical length of five (5) days. DCAI video programs are Category I (Non-Broadcast/Industrial/Educational Recorded Material) as defined by the Screen Actors Guild (SAG) and the American Federation of Television and Radio Artist (AFTRA). The contract period will be for one year with four one-year options to extend. The anticipated award date is 09/25/00. The following non-cost evaluation factors in descending order of importance are applicable to the evaluation of proposals along with price: (1) Locality, (2) Technical, (3) Past Performance. This will be a 100% Small Business Set-Aside procurement. To qualify as a small business concern, the concern must have had average annual receipts for the preceding three fiscal years not to exceed $21.5 million.
