This a notice of intent to issue a Request for Proposal on a non-competitive basis in accordance with 10 U.S.C. 2303(c)(1) "Only One Responsible Source," to Computer Sciences Corporation, Professional Services Group, P.O. Box 446, Edwards AFB, CA 93523 for a 12 month contract extension, 1Oct2000 through 30Sep2001, under contract F04611-92-C-0045. The proposed contract extension is necessary for continuity of essential support services at the AFFTC and Utah Test and Training Range until a successor contract is awarded under solicitation F42650-99-R-7213. The Joint Range Technical Services contract is estimated to be awarded not later than 1Oct2001. Competition of this contract extension to other than the incumbent would likely result in disruption of critical services. Continued service support with the incumbent is considered necessary for effective and uninterrupted engineering and technical support. The ETSS contract provides support of numerous research, development, test, and evaluation test and training programs including program management, range operations and maintenance, mission control, test facilities support, communications-computer systems, engineering support services, and test operations support.
