The Naval Air Warfare Center Aircraft Division proposes to solicit for engineering and technical services and supplies for Life-Cycle Support (LCS) of Communications-Electronic (C-E) equipment systems under Standard Industry Code (SIC) 8711. The Special Communications Requirements Branch (SCRB) at the Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, St. Inigoes, Maryland is engaged in the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, and logistical support of Navy, Army, Air Force, Joint Services and other Government agencies C-E platforms, equipment/systems and subsystems. The contractor shall provide engineering and technical support services and supplies to NAWCAD, Patuxent River, St. Inigoes, MD. These services and supplies shall support SCRB in the maintenance, logistic, LCS of C-E equipment/systems and subsystems. These C-E equipment/systems and subsystems include shipboard, shorebased (fixed, transportable, ground mobile), airborne and handheld/manpackable platforms. Solicitation N00421-00-R-0434 will reflect a cost plus fixed-fee level-of-effort (LOE) type contract with a base year plus four option years estimated at 1,340,000 hours for the entire contract. A minimum of 10% of the total proposed contract value shall be directed (i.e. subcontracted) to small business concerns. The Request for Proposal (RFP) (anticipated to be released on or before 18 August 2000), amendments, questions, and answers will be published via the internet in Microsoft Word 97 format and will reside on the NAVAIR Home Page for downloading, located on the World Wide Web (WWW). A draft Statement of Work (SOW) and estimated Level of Effort (LOE) will be included on the home page under subject RFP. The WWW server may be accessed using browsers such as Netscape and the Microsoft Internet Explorer.
