In response to Congressional recommendations, the Department of the Interior, Office of the Secretary, intends to award a sole source contract to National Academy of Public Administration (NAPA). NAPA will examine the adequacy of the implementation of prescribed fire policies by the National Park Service (NPS) and make recommendations for improvements. NAPA's study will focus on: (1) the process and procedures used to assess the risk presented by proposed prescribed fires; (2) the decision-making processes, coordination processes, and information and other tools essential during the period covering initial planning, ignition, and management of a prescribed fire; (3) the fire management and decision-making skills, knowledge, and related training needed for wildland fire implementation and management; and (4) the personnel and budget resources needed to support effective wildland fire implementation and management. In accordance with FAR 6.301-1, NAPA is uniquely qualified to provide these services basedon (a) their status as a Congressionally-chartered research organization providing independent advice and expertise to Congress, federal agencies, and state and local governments, and (b) their ability to quickly obtain appropriate expertise intimately familiar with the unique operations of the Department of Interior, especially the NPS.
