69 -- RANGE SYSTEM SOL RFQ-808269 POC Theresa M. Powell, Contracting Officer, (703) 632-1640 Amendment #2 to RFQ-808269. On 6/13/2000, submission notice 464245, was issued as a combined synopsis/solicitation for a range system as an unrestricted procurement under the Federal Acquisition Regulation (FAR) procedures of Part 12 and 13, test program. Amendment #2 is to incorporate the following technical questions and answers received regarding the range system. RESPONSE TO QUESTIONS ON RFQ-808269- RANGE SYSTEM -- CLIN#2 TARGET CARRIER: Question #1: "Each target carrier shall be capable of rotating 360 degrees." We assume this is to allow for friend/foe target presentations. If so, this can be achieved with 180-degree rotation. Is this acceptable? ANSWER: No. In training the New Agents at the FBI Academy, the target shall turn in one direction only so that the students are unable to read the target display. With the 360 degree rotation, the students will be unable to read from which direction the target turns. Question #2: "Target holders shall be adjustable to different target sizes..." Does this mean that the target holder itself is expandable and contractible? Please clarify. ANSWER: No. The target holder must be able to hold a wide range of target sizes and weights. CLIN #3 MASTER CONTROL -- LOCAL CONTROL SCREENS -- Question #3: "Capable of controlling existing range lighting including the ability to turn site specific lighting banks on or off with the target facing or edging..." Is a new/modified lighting system being requested at this time, or does the Master control simply have to be capable of performing this if required in the future? ANSWER: The master control must be able to control the present lighting system and add two additional sets of beacon and strobe lights. The beacon and strobe lights will total one each beacon and strobe light for three bays. If a new/modified lighting system is requested at this time, please clarify functional requirements as well as what existing equipment is to be reused. ANSWER: The present lighting requirements are: 1. Work lights -- 72 (200 watt) floods, ON and OFF only; 2. Back Row Flourescent -- 22 each 40 watt flourescent ON and OFF only; 3. Ceiling Flourescent -- 32 each 40 watt flourescent ON and OFF only; 4. Bay 1 Floods -- 42 each 200 watt controlled by Dimmer switch; 5. Bay 2 Floods -- 42 each 200 watt controlled by Dimmer switch; 6. Bay 3 Floods -- 42 each 200 watt controlled by Dimmer switch; 7.Bay 1 Target Floods -- 14 floods (200 watt) Controlled by Dimmer switch; 8. New lights -- One strobe and one beacon light set up for each bay. All three bays shall be controlled at once or separately; 9. New Console lights -- New console must be self lit. The console should have a white light for regular operation and a red light for night time operation; 10. Left and right side of front row floods -- 12 floods (200 watt) ON and OFF only; 11. Master ON and OFF switch; 12. New Sound System -- PA System with speakers at each firing point. Shall be controlled through master console. Question #4: "Capable of emergency shut off, at the shooters location, controlled by laser or infrared beam..." Are you asking for a firing line breach system? One that conceals all targets and locks out target controls if sone one passes one firing line? Please clarify. ANSWER: Yes. Targets should edge and lights should come one, if out, when a shooter moves forward of the firing line. All other terms and conditions remain the same. Posted 07/13/00 (W-SN474637). (0195)
