necessary for the replacement in the station shop building, Work
includes replacing two (2) above the ceiling heat pump split systems
with one heat pump split system located in the mechanical room. The
existing boiler in the mechanical room will be removed. The suspended
ceilings and lighting shall also be replaced. In the multi-purpose
building, five (5) split system heat will be replaced with two of those
five being relocated. Another split system heat pump will be abandoned
in place and replaced by three through the wall heat pumps. The
lighting in this building is to be replaced with more efficient
lighting. In addition to the above work the hurricane shutters will be
replaced with accordion type for the second floor and bolt/screw type
for the first floor. This work is located at U.S. Coast Guard Station,
Panama City, Florida. The estimated range is between $250,000.00 and
$500,000.00. The Standard Industrial Code (SIC) is 1711. Performance
Period is 180calendar days. Bid guarantee, payment and performance
bonds are required. There is a charge of $20.00 for the bid package.
Checks should be made payable to the U. S. Coast Guard and forwarded to
the Miami address. This solicitation is being issued pursuant to the
Small Business Competitiveness Demonstration Program and is open to
both small and large business concerns. All responsible sources may
submit a bid, which will be considered by this agency. Those who have
previously requested this project under the Pre-solicitation Notice
(CBD Submission Nos. 430223, dated 03/02/00) do not need to request

Enterprises: The Department of Transportation (DOT) Office of Small
Disadvantaged Business Utilization (OSBDU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee on the
bond amount to a surety against losses. Loans are also available under
the DOT Short-Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
