NASA/ARC plans to issue a Request for Offers (RFO) to provide labor, equipment, and materials to install a groundwater remediation treatment system at the NASA Ames Research Center, Moffett Field, CA. The system will treat groundwater extracted from four Source Control Regional Wells (SCRWs) as part of the Regional Groundwater Remediation Program (RGRP). The work required to be performed by the Contractor consists of constructing a groundwater treatment system. The four extraction wells have already been installed. The system to be built will consist of a treatment pad, a network of double contained piping (with low point leak detection) to convey groundwater from the four extraction wells to the treatment pad, pre-filters, liquid-phase granulated activated carbon vessels, pumps, and controls and a monitoring system. The treated water will be conveyed through a new pipeline and will connect to an existing discharge line. The Government will make award based on a best value analysis. Factors to be evaluated include the offerors' technical approach, past performance on similar projects and proposed cost. The order of magnitude for the procurement is $1,000,000 and $5,000,000 and the effort shall be completed within 240 calendar days after notice to proceed. The SIC code and Small Business Size Standard are 1629 and $17 Million respectively. The anticipated release date of the RFO is on or about July 5, 2000 with an anticipated offer closing date of on or about August 7, 2000.
