The U.S. Department of Energy's Savannah River Operations Office at the Savannah River Site near Aiken, South Carolina, intends to issue a Request for Proposal (RFP) for Administrative Support Services. The proposed contract will be a Task type contract. It includes Administrative Support Tasks for such functions as Law Library, Scientific and Technical Information, Records Management and Forms, Printing and Copier Support, Mail Room, Receiving and Delivery activities, Office Services, Directives, Finance Division and Contract Management Division Support, Supply Room Services, Facilities and Services Support, Mail Management Support, Intermittent Administrative Support Service, and Project Management Support including Computer Programmer/Systems Analyst for on-site support. Features of the proposed contract include: performance objectives and measures for each Task; a provision for allocation of the normal fixed fee into two parts (40% as fixed fee and 60% as performance-based fee which will be earned predicated upon the contractor meeting or exceeding the performance measures established in the contract); and a formularized approach for calculating and recommending to the Contracting Officer the amount of performance-based fee to be earned. The final amount of the performance-based fee paid will be determined by the Contracting Officer and will not be subject to dispute under the Disputes Clause of the contract. The basic term of the contract is for three years with two one-year options. The total estimated direct-productive-labor-hours is 350,000.
