This requirement is to obtain the necessary qualified personnel, materials, facilities, equipment and services to perform Composite Crash Testing for New Car Assessment Program (NCAP) and Indicant Testing to the requirements of Federal Motor Vehicle Safety Standard (FMVSS) Nos. 135, 208, 213, 212, 219 (partial) and 301. Offerors must have the necessary testing facilities, laboratories, materials, and equipment capable of meeting the testing requirements as specified by the solicitation and FMVSS Nos. 135, 208, 213, 212, 219, and 301. The Government may require a demonstration test at the offeror's expense prior to contract award using their test facility. No subcontracting will be permitted. Vehicles to be tested include passenger cars, light trucks, vans and sport utility vehicles. Manufacturers of vehicles and components to be tested are not eligible for award of this requirement. The Government purchases and delivers the vehicles used for the crash test. The Government contemplates awarding a firm fixed unit price, Indefinite Delivery Order type contract. After the open competition, the Government may make multiple awards. The period of performance is for base period of twelve (12) months with options for four (4) additional one-year periods.
