The U.S. Army Intelligence and Security Command (INSCOM) proposes to establish a 5-year Time and Materials Requirements contract to obtain technical and engineering services to exploit foreign battlefield communications systems, battlefield electronic equipment and associated items in support of the Army's Foreign Materiel Exploitation Program (FMEP) and the National Ground Intelligence Center (NGIC). The kinds of hardware to be exploited include (but are not limited to): man-pack and vehicle mounted transceivers; radio receiving and transmitting equipment; satellite communications (SATCOM) systems; signal multiplexers and demultiplexers; signal formatting, routing and switching equipment; Integrated Battlefield Area Communications (IBAC) networks; active and passive jamming equipment; electronic warfare equipment including jammer control stations, signals analysis equipment, and direction finding equipment; battlefield computers; and battlefield radar equipment. Additionally, the contract will allow basic research into advanced communications and electronic technologies. The objectives of these exploitations are to determine, validate, and verify the operating parameters of various communications and electronic devices; examine the devices with respect to the applied state-of-the-art; establish origin of the technology used in the devices' design and/or construction; and assess the contribution the technology made to the devices' operational capability. The contract will require the contractor to conduct technical engineering and analytical examinations of devices and will culminate in the preparation of technical reports and regular status reports. Reports will include results of test measurements, engineering judgements, technology assessments, and conclusions of devices' operability and operational effectiveness. Contract performance requires a SECRET facility clearance, SECRET safeguarding and staffing with personnel cleared to the SECRET level. In addition, a portion of the contractor's facility and personnel must meet stringent requirements for access, processing and storage of TOP SECRET (TS)/Special Access Program (SAP) material. It is anticipated that approximately 25% of the effort tasked under the contract will be at the TS/SAP level. Contract performance will require an approved TS/SAP work area of at least 30' by 30' dimensions, as well as key personnel cleared to the TS level. Contract performance will also require a current Nuclear Regulatory Commission (NRC) license for TYPE A Broad Scope and Special Nuclear Material of Less Than Critical Mass Quantities and personnel who are properly trained and certified in the handling of hazardous materials. In order to receive a copy of the solicitation, firms must possess a current SECRET facility clearance and SECRET safeguarding. The anticipated solicitation release date is late April 2000. A proposal due date has not been determined.
